PRC national beat up taxi driver then killed a cleaner at Changi Budget Terminal

A rather major accident this morning at the Budget Terminal. I was eating at McD when it happened, and didn't see the collision firsthand.

The traffic light junction was ripped out of the ground, glass shattered into the terminal, and the taxi passenger appeared disoriented
- bleeding from the head, yelling, and for a while was trying to get his luggage out of the trunk. The little buggy the taxi collided with
was totaled. Power was shut off from the traffic light junction, which in turn turned off power to the entry/exit gantries to the carpark for about 20-30 minutes.

Man dies after being hit by taxi allegedly driven by passenger - Channel NewsAsia
Posted: 17 March 2012 1349 hrs

SINGAPORE: A cleaner at Budget Terminal died after he was hit by a taxi allegedly driven by a passenger on Saturday morning.

Police have arrested the suspect, who's a 30-year-old China national. They said they received a call at about 6.50am on Saturday,
saying there was a dispute between a CityCab driver and his passenger. Police said the caller reported that a passenger had
allegedly assaulted a 57-year-old taxi driver at the road side along the stretch of Airport Boulevard, in front of SATS In-flight
Catering Centre 1. Witnesses said both the passenger and driver were seen arguing. The passenger was then seen getting into
the taxi and driving towards the direction of the Budget Terminal. Police said moments later, the same taxi was involved in a
traffic accident when it hit a 34-year-old cleaner at the driveway in front of the Budget Terminal. The man, who worked for
Chye Thiam Maintenance, was pronounced dead at the scene by paramedics at 7.13am. Responding to media queries,
ComfortDelGro, which operates CityCab taxis, said its driver picked up the passenger early on Saturday morning.
Its spokesperson Tammy Tan said that halfway through the journey towards the airport, the passenger allegedly
started getting violent. It said the driver stopped the cab, activated the distress button and got out of the vehicle.
Ms Tan said the passenger also stepped out and allegedly started to attack the driver and then got into the taxi and drove off.
She said the driver was injured and sought medical attention at the hospital. ConfortDelGro is assisting him, as well as the
police in their investigations. It's understood that the China national was slightly injured on the head and was sent to
Changi General Hospital.

PRC who hijacked & killed cleaner at airport gets 25 months¡¯ jail

Lawyers said he was suffering from paranoid schizophrenia

A PRC, Yuan Zhenghua, who hijacked a taxi and rammed it into a cleaner killing him at the Budget Terminal in March last year was sentenced to 25 months¡¯ jail in court today (15 Apr).

Yuan was on the way to the airport in a CityCab taxi on 17 March 2012. He then got into a dispute with the driver.

Nearing the airport, the taxi driver, 58, stopped the taxi at the side of the road along Airport Boulevard near SATS In-flight Catering Centre and activated the distress button before getting out of the taxi. Yuan got out and both men continued to argue when Yuan suddenly assaulted the taxi driver.

Yuan then leapt back into the taxi and drove off towards the Budget Terminal at 105 km/h. Moments later, he crashed the taxi in front of the Budget Terminal, killing a cleaner at the terminal driveway. In fact, the taxi was traveling so fast that it went up the pavement and smashed into the glass side door next to McDonald¡¯s at the Budget Terminal. The taxi also hit a traffic light post dislodging it from the pavement. Yuan tried to flee but was stopped by members of the public.

Yuan was sentenced on five charges:

  • stealing a motor vehicle
  • dangerous driving and causing death
  • voluntarily causing hurt
  • driving without a licence
  • driving without valid insurance

In mitigation, Yuan¡¯s lawyers said he was suffering from paranoid schizophrenia at the time of the offence. His lawyers also said Yuan is ¡°extremely remorseful¡± for the tragic consequences.

District Judge Chay said it was understandable that there was much outpouring of public grief and condolences over the death of Mr Chandra, the cleaner. He added that under these circumstances, the sentencing principle of retribution, in addition to that of general deterrence, is ¡°a very material consideration¡±.

However, the judge did not entirely buy into Yuan¡¯s mental disorder and said his psychiatric report concluded that he was legally sane. He said, ¡°I considered that the accused¡¯s mental disorder at the time of the offences would lessen his moral culpability to some degree. Nonetheless, he was aware of his actions and he has to account for them accordingly.¡±

Yuan¡¯s 25-month jail term was backdated to Mar 18, 2012, the time when he was in remand.

However, if Yuan is suffering from paranoid schizophrenia, how is it that he was given a work pass to work in Singapore in the first place?
