THE USE of safety belts in school buses will be one of the main issues discussed when Parliament sits on Monday.
The matter was thrust into prominence after eight-year-old Russell Koh was killed in a road accident last month. Many felt he would have survived the crash of his minibus if the vehicle had been fitted with seatbelts.
Five Members of Parliament, including Sembawang GRC MP Lim Wee Kiak, have submitted questions related to this road safety issue. Mr Lim wants to know what safety requirements a bus must adhere to before it is allowed to ferry students. He is also asking, among other things, if the Transport Minister monitors the driving performance of bus drivers who ferry children.
'I think the issue is something that concerns a lot of people. I've said it before that one life lost is one life too many,' he said, adding that he supports the Government announcement last week that it would start making it compulsory for all new buses with up to 15 seats to be fitted with seat belts.
Tampines GRC MP Sin Boon Ann asks if the Government would consider offering financial help to school bus operators should safety belts be considered necessary.
Why muz they wait till somebody died then they look into the matter? Why muz they wait till someone escape then they look into the matter? So what with seat belt installed, if those kids don't wear it, what can the driver do. Just observed those private car with kids unbelt even with their parent. Do you think they listen to the driver. By insisting school bus to install seat belt, it will only jack up the fees. After that KPKB this expensive that expensive. The authority act only when there are complaint by the kiasu and kiasi public. Normally open and close one eye, unless it is a serious case.

She mentioned that the issue was a ¡°very complicated¡± one, with implications such as costs and reduction in seating capacity among others, and it would take the Land Transport Authority another three to six months of study before implementation details could be formalised. .As a layman, I clearly see the need for mini-buses to be fitted with these seat belts immediately ¡ª whether lap, or three-point safety harness ¡ª to prevent more deaths like the one recently that involved aprimary school student who was flung out of his mini-bus following an accident. .I get the impression that the Ministry of Transport is not treating this matter as a priority, despite the issue first being raised in Parliament some four years ago. I clearly see it as urgent. .Still on transport safety, what is being done to address the issue of passengers, especially foreign workers, being ferried in the back of pick-ups and lorries? To me, both issues involve innocent lives that could be lost in case of an accident because of inertia on the part of the authorities. .It is true that seat belts may or may not prevent deaths in an accident, but they do offer some safety ¡ª a person will be restrained in his seat, rather than flung out of it in the case of an impact. .Must we wait for more lives to be lost before concrete action is taken? If safety is the concern,every moving passenger vehicles need safety belt including SMRT. Any sudden stopping would too cause injury or even death. So when gov issue the rules, dont KPKB that transport operator increase fare.
